Indian Railway — TDR Refund issue

I Have Filed a e-TDR of PNR [protected] for reason Train late more than 3hours on 19th Mar 2015 and the TDR Reference no is [protected]. After file TDR i got a auto generated mail from IRCTC that your will notify shortly for your refund. but is didn't got niether mail nor my refund. I have contacted many times to IRCTC customer care but they are not giving proper reply and they are saying that, "this is under zonal railway. this is irritating for me how will i get my refund.
