[Resolved] Indian Railways IRCTC — No Refund for TDR after 110 days

I filed a TDR on 3rd Sept under "Train Running Late for more than 3 hours and passengers not travelled" and till date I haven't received any communication or refund on this.
When I checked the status online, the TDR status has been changed to Regreted. When I try to get the reason I always receive the "Communication Failure Error".
This error is only coming for this particular TDR, all other TDRs are showing me the complete details.

Updated by vipul_tilak There has been no traction on this.
Shall I consider that since this is a govt department I will never ever get my refund back?
