Indian Railways — Partiality in confirming tickets

My father and mother had to travel from Gorakhpur to Kanpur on 14/June/2015. When I booked ticket online the status was WL 11 and WL 10. When the chart was prepared one was confirmed A-40 and other was waiting 4. I am not understanding how come this difference occur. If the chart shows one confirm and other waiting 1 then it make sense. I want an answer for this.
