Indian Railways — Rejecting TDR on false justification

Sir I had booked ticket PNR No.[protected] dt.20.06.2015 Jharsuguda-Howrah and not board train due to indefinite late for heavy rain in Mumbai. TDS filed No.[protected] on 21.06.2015 for refund but rejected justifying DELAY IN ON LINE TDR FILLING / TDS FILED AFTER 30 DAYS" although TDS filed on very next day. Please help to get refund.
