IOCL — Gas not proper in cylinder

I'm a indane consumer, my Cust no - 7914 in Siddhi Vinayak Indane Gas Service Jwalapur disst. -Haridwar, Uttrakhand . I was received the cylinder on 07/09/2015 against cash memo no - [protected], and feed the cylinder on date 22/09/2015 at 5:30 pm but today morning my mom put on the stove gas not blow she tell me then I checked & feel some kind of liquid in the cylinder but no gas, so I want to action whose responsible for this .
