Irctc — Charging cancellation charges as well as service charges even without getting ticket

Sir/Ma'm, I wish to inform you that my account was debited with Rs.637.80 + Rs. 11.40 and what i get refund Rs. 585/- wihtout any service provided at therir ends. This is totally loot. I didn't cancelled the ticket then why they are charging the cancellation charge as well as service charge. It's me they deducted Rs.52.80 for a ticket (it's hard earning money) and without giving services, For instance like if there are 10000 customers in single day they deducted Rs. 52.80 *10000=5, 20, 800/-(approx may be more) they are earning and making customers fool.
