Irctc — Improper pricing other than MRP at stalls in Railway Station

Hi, I was travelling in KOP-HYB 11304 Exp. At Guntakal Jn. I thought of buying a 2 Ltr Water bottle which has got 30/- MRP. But the vendor charged me 35/- stating 5/- for cooling and that he needs to pay to railways for electricity and all. I don't know what kind of charges you are collecting, but when it has got MRP it should be sold according to that price, right? Please find below the service/license number mentioned on the shop.
