Irctc — Money not returned and Balance deduction on call

I had booked a waiting e- ticket but was not confirmed charged rs217 approx including irctc service charge, but after automatic cancellation irctc have mailed me that they will refund only rs138 into my bank's account. Why is it so? And other thing is that I am calling at Customer support line but no one is receiving call and money goes on charging, I spent rs 30 in call but haven't talked to any executive till now. Why irctc is doing this type of money laundering policy.? Now I will file case against irctc soon. In call Support line I think irctc earns daily of approx rs20 lakhs. Just think.
