Irctc — no one is picking up phone

I have try to calling when call is connected then no any executive are receive a call why?
this is payable no, I loss rupees-50 for calling but no is pick up a call?
my train has passed approx. RS 600 loss due not receive a call .
who is responsible for it ? how Irctc will mange my loss of rupees and timing?
