Irctc — Non refund of amount on cancellation of ticket

As per new policy of Indian Railway w.e.f 1st July 2015 there will be 50% refund on cancellation of tatqal of ticket which is confirmed.And it is confirmed from the depeartment point of view also.But IRCTC refused to follow this policy and not refunded 50% the amount on cancellation of tatqal ticket.Please give directions by which this problem will be solved as early as possible.
