Irctc — refund amount is not given full

i have booked my ticket in train no. 12953 travelling on 30/5/15 from mumbai to NZM . i received the sms on my mobile cancellation of dated train & to cancel the confirm tkt at 8.01 pm, train is cancelled by railway. My pnr no. is [protected] in 3AC My complain is I m suppose to get full fare refund instead of i got amt 1540
