Irctc — refund of money or booking ticket

Sir, Yesterday I booked a ticket on date 29.04.2015 in the name of Mr. Gagan Samanta for 3A from tata to cuttack by purushtom exp. At the time of payment due to net connection failure ticket not booked but payment was debited from my account. In 2nd chance it was booked. So that I request you to please refund my money as soon as possible. Document of both the booking details are attached below BIL/[protected]/T Chg Rs10 ST Rs1.24/[protected], cost - 526.00, date-24.04.2015( Not booked).
