Irechargeonline — Transaction failed and the money still not refunded

On 2/5/2016 i recharged my videocon d2h through irecharge website. Whereas the traction was failed shown by the statment in the statment it was written within 10days the money will be refunded. Order id no 46295, dated10th may2016, recharge by an amount of Rs 1000/ was done twice through credit card amount paid twice I.e Rs 2000/- has been deducted but amount not credited to my mobile no [protected].
Please help & arrange refund,
