I have recently bought a resale flat. Hence I wanted to change the name of the old consumer to replace it with my name since I am the legal owner of the flat now.
As per the procedure described on the MSEB website, I have made an application with all anexures as per the requirement except the TEST Report. As per the information (given by MSEB, Akurdi office), I am supposed to get a test report from MSEB authorized sub contractor.
Now as a customer, how I should find the authorized contractor is a big question mark. After 3 rounds of the MSEB office, I could find couple of contractors whom I approached. When I requested them for the test report, they demanded Rs. 500 as the charges for test report.
I agreed for the same provided the contractor gives a payment receipt, which both the contractors denied to give. This clearly means that they were asking for ON Money. Also when these contractors are supposed to visit the location & check the wiring/connection before issuing any such test reports, I could not see any of the contractor asking for the visit. They are issuing the test report without visiting the site.
I tried to take up this matter with the MSEB officers at Akurdi office, however this was not entertained by the officers saying we cant do anything in this matter & also we cant process your application without this report.
Now I don't know who will help me on this matter & how I can raise this issue to the concern authority of MSEB.

If the meter has been functioning, why should it become defective at the time of change of name?
Test report Malpractice should be stopped to reduce corruption.
