Microsoft Mobile — Delay of Repair

I have purchased a new Nokia(Microsoft) L532 mobile on 09.06.2015 from Sanganeria Agencies. Fancy Bazar, Guwahati, . On 25.06.2015 but the mobile was out of order, it was not opening the main screen. I approached Service centre Kamakhya Communication Chandmari, Guwahati, who in turn sent the mobile to Delhi Nokia Service Centre for repairing. Job no.[protected]/150625/005, IMEI No.[protected]. But regret to inform that till date I have not received my mobile back. Service centre people told that Delhi centre cannot send the mobile due to non availability of Road Permit. I dont understand these sorts of nonsense excuses. Kindly give me a solution, my cell no. is [protected]
