BSNL — pre paid mobile no [protected] has not be recharged

have a bsnl mobile no [protected]. it time is lapes for recharge.but i can not recharge it in any mobile shop. they say sim have to be changed . i dont know the reason. pl help to recharge my prepaid mobile no [protected]. my alternate no is [protected]. my email address is [protected]@yahoo.com.
my address is BD-171 salt lake city kolkata-700064. why my sim has to be changed.i have given this no at several places.So I want this no to continue.
