Mp Transport — Issue of driving licence

I got my learner licence with issue date 16/10/2015, with learner licence no. MP07/0031267/2015, now i am applying for permanent driving licence online, but portal is showing error with a message that is licence not found, whereas the rule says we can apply for permanent driving licence after 30 days of issuing learner licence. I complaint about it online at- (helpdesk.[protected]@gmail.com) by sending email with my learner licence detail and they are replying me Pls adopt offline process for applying fresh driving license. then what is the benefit of online process and digital india. Please pay attention for this issue bcz their help desk is not giving satisfactory solution to their costumer and i don't have too much time to apply offline for it.
