MTNL Delhi — Suspicious usage

I would like to raise the issue o[censored]tter mismanagement of the MTNL services, more than half of the month the landline is not working, one cannot lodge complaint on their website, they have a faulty page. I doubt misuse of my landline number 29553437 from the exchange, more than 4 years my billing has been normal less than 200 calls a month, and immediately I see 984 calls being recorded by them. This is really disappointing to se, the quality of service provided by the government Department.
