Mts — Installation of Dongle

MTS agents came to my home for installing MTS Dongle in my desktop computer. I paid money for the Dongle including the Installation charge. They took the required documents for me. Now they refused to install the dongle giving alibi that the document is "Negative" without explaining what is negative. Now they are neither installing the dongle nor refunding the money.
