Mts — MTS - Waste of money

I have bought MTS datacard two months back. I was promised to get speeds upto 9.8 Mbps at the time of purchase. But I didn't even get speed nearly 512 kbps. I raised complaint to resolve the issue with complaint number jul\8741 and sep\5381. The Complaints were not resolved even after 2 months. I am getting very response from customer care. This my last hope.
