Mts — Slow speed(20kbps-100kbps)

iam basil, iam using MTS Mblaze ultra, iam having slow speed problem . i was promised speeds upto 9.8 mbps but iam getting only about 20kbps to 100kbps . i have complained many times about this issue but iam not having any responce from the MTS personals. iam using postpaid unlimited 40 gb plan at 999 rs per month. and they are calling me to pay the bill amount . but if i ask about the speed issue they will say that they will check on that but do nothing and call again to ask for the bill amount . and if i do not pay they will disconnect my connection. but all iam saying is if solve my issue i will pay my bill. but they have'nt done any thing so far. my mts no is [protected], iam fro madipakkam, chennai 600091.
