It seems a resident (name unknown) of 2C Dover Road, Kolkata 19 (Ward 69) is running an illegal dog pound. There is a pack of over 12 dogs spotted that are dog-fouling, noise-making and generally creating a nuisance for neighbours on at least 3 sides.
