Nizamabad Passport Service Center — Passport rejected

Sir,
I am writing on behalf of my sister. She went to passport office on 10/03/2014 at Nizamabad passport service center. She has all the documents in place. For Birth proof she got affadivate stating the birth date because she don'nt have SSC certificate or TC because she has not studied and she do not have birth certificate as she was born in 70's and not many people at that time were taking birth certificate. After repeatedly telling the officer that she did not studied but he still wanted SSC certificate or TC. He cancelled the passprt stating to get SSC certificate instead of explaining if not certificate what next. In Nizamabad office high corruption is going on and individuals are in Pain of these brain less officers who are just unreasonabily tourching the people.
According to them if someone has not studied should not get the passport which is meaningless. I am sure that this is not the first complaint you might have got but please if you can atleast make them work probery and according to the checklist which the govt has provided will be much appreciated.
