NSDL — No Father Proof available since he died in 1999, given the death certificate not accepted as proof

My Father is died, expired he does not have any identity proof apart from Deadth certificate which i already furnished. IF no father proof no PAN no where it is been mentioned in income tax. Please give the email id of Appealate level and contact no. If original Pan is issued with the same proof why can not the ameded proof be issued with same proof.
