Online SBI — Regarding Loan Account

Hello Sir/Ma'm, I want to know two things showing in my loan account. 1.meanig of write-off with closing balance=0 2. On bank statement, amount has been written by pen at the end of statement and stamped by bank manager., in-spite of showing 0 closing balance. 3. What is the criteria to get subsidy scheme on loan taken before 2009. Kindly help in clearing these points Regards, Shivangi
