Passport Complaint — Status sam from last 4 months

I have applied passport on 8th october 2013, all the police verification is completed, as I have nagaland residencial address, police verification, special branch verification, SIB verification is done 3 month before but still my application passport status is pending under review from 4 months.
I went to the regional passport office 3 times in the month of february they told me to fill PVR form), again I went at march they said taht('Your application details referred to the Under secretary, Ministry of Home Afairs, North East division, New delhi, for their no objection as per the exisiting instruction and awaiting the reply') so i hav again given for reminder, then i went today they said taht "my nagaland police verification is not received at".
In december when I asked to nagaland police they have shown me there register that they have already send my verification at guwahati office in the month of october only, i have the photo attached below. my contact no-[protected]

I am waitng for last 7 month can you please tell from where i will get help.because no person is HEARING MY WORDS IN THE REGIONAL OFFICE..THEY ARE GETTING ANGRY AND SHOUTING AT ME TO GET OUT..
