Passport Office Ghaziabad — Customer care information

Hi, I submitted my application on May 25, 2016 and it has been 20 days since then and I have not received any update on my application.
When I checked online the status was: Application under review at Passport Seva Kendra.
I tried to connect with customer care but got nobody is picking up the call and most of the numbers are false. I tried toll free number. The associate just texted me the status of my application as it was there on website.
How am I suppose to know as what is the real reason for the halt in my application process? I can't go everytime to the office for every inquiry when i have registered myself with their SMS service.
