Passport Seva — Unethical Harassment from Regional Passport office, Kolkata

I have applied for my passport on 26th December 2014 but still I haven't got my passport yet. First they said my current address is given wrong so I have to pay Rs. 500/- for that wrong doing. I have waited in lines for 7 times again and again for 7days to get an appointment for talking to the passport officer their. After paying them I have clearly said that my current address is the old address that is been given in the form. I have also given a self declaration stating the same. They said it's ok, your passport will be given to you within 3 weeks. But it's been three months since then but I haven't got my passport yet and when I was checking the status of my passport it is showing the same thing even after I have given the penalty charge. This is totally harassment to the people and their valuable time, my valuable time. I am attaching the screen shot of my passport status from the website. So please help me and solve my problem.
