Paytm — Transaction failed money deducted but not yet returned. More than 25 days

I have done two (recharge)transactions of 120rs both failed but money deducted, now it's more than 25days its not yet returned.I talk to the paytm personal they said talk to the bank, I also talked to the bank they are saying money is transferred to the paytm, they can't return, talk to the paytm personal.Total 240rs loss...
