PlatinumShopp.com — Fraud and non payment of the refund

On 29/6/2016 i have made an online purchase of whirpool owen from platinumshopp.com - they called me saying you are among 200 customers who is getting this 60% offer on any electronics product if you purchase from them. They told me to you pay directly in company account of below details. They sent confirmation email :

We have confirmed your order and order id number is – 92694069. At the time of order delivery, you can open the product before accepting the product and only after your satisfaction our executive will leave.

I made payment to their account for rs 4254/- via internet banking -

Now platinumshopp.com are asking to pay insurance purpose which is refundable amount. If i do not pay they will not ship my product. Now i suspect that i have been cheated.
Hence i cancelled my order but they are not responding on refund of my money.

I need your help in this matter. Please let me know if you need additional information.
