PPF — Draft charges for transferring PPF A/C

I had requested State Bank of India, Main Branch Aligarh to transfer my & my husband and Gurgaon as I had retired from Service but they are demanding Draft Charges (Approximately about Rs.20000/- & Rs 10000/-). for transferring the aaccount to Gurgaon.
