PSPCL — Wrong bill from last an year

Hi, I want to make a complaint against PSPCL that from last year, wrong bill is being generated for every month, and we had to go their office to make it correct. But how many time we had to be in queue to make it correct, why cannot they generate correct bill. This time I want the PSPCL to take action against those who takes the wrong meter reading and mis-calcluated the bill amount. This time mistake is: They have included last time bill amount(which have been already paid on time), to current bill charges.
