Public school — about school and teachers

i am reading in shri mati mania devi public school kesrisinghpur distric sri ganaganagar rajasthan.In this school teacher behave with student is very strict.if speaking if someone is speaking school teacher give him.some teacher bully students, that is wrong.i my school school fees is 30, 000.that is too much, if someone not submit, they torcher the stundents.you also read some newspaper that the is not drinkable and toilet is not cleaned of my school.so please give me solution or i want to live life like prisoner.
