Pune Municipal Corporation — Property tax

Recently came across a news from PMC, that grievances later pay property tax first. In this regard just want to put a question to the concerned authorities of PMC for Property Tax. We are paying the property tax regularly, still the condition of roads is not good, we don't get enough water, for which we have to depend on the water tanker, again a lobby of politicians, then the Electricity is not regularly, for which we have to pay for the Diesel for DG's. So what kind of services you are providing to the common man?
In the property tax the Total Amount mentioned as Rs. 5592/- & against Current demand the amount mentioned as Rs. 11184/-. So what is the accountability of Rs. 5592/- because those are not against any heading.
Please advise on the above.
