Punjab National Bank — Non-disbursement of cash from ATM

On 10th Sept 2014, I tried to withdraw money from PNB's ATM at Nirman Vihar Metro Station, Delhi but the ATM got hanged and I did not even enter the amount. But money was deducted from my account. I registered a complaint with Standard Chartered bank and they communicated with PNB and PNB said its a valid transaction. How can it be a valid transaction when I didn't receive the money. Again Standard Chartered bank tried contacting PNB for a detailed enquiry but PNB did not respond.Please help me out.
