Real Estate — Land Lord not returning deposit

I made a notarized agreement with my land lord for 11 months. After 11 months i vacated the flat. When i handed over the flat keys, the land lord promised me that he would return the deposit of 30k after a few days. Now he is not returning my deposit with regards to society maintenance cost. lift/stare case usage etc. These due are not part of my agreement. can i take any legal action against him?
