Redbus — Partial Refund instead of Full refund

Hi, I have tried to cancel the tickets before cancellation, but unable to reach any hotline numbers. even i have tried through whats up, but no use. Then i have tried calling no response even after 20 attempts. Then finally i cancelled the ticket. As per the flood relief cancellation policy 100% are not refunded. Then I called and asked Chennai number, they ask me to send email regarding this. But the problem is during the those days in Chennai complete mobile network problem and only internet was working.
