Reliance Infocomm — Unwanted vas activation

A vas service was activated without my confirmation and when i asked they tell me to return balance within 24 hour but didn't return.
On next day i asked about it they rudly denied to return, and agter that its about 10 days they aren't receiving my call on 198.
When i call to appellate no. they also not receive my call, they aren't solving the problem
