Reliance Jio — Network busy while calling 1977 or [protected]

Dear sir, I got reliance jio sim card with mobile no.-[protected], alternate contact no.-[protected]. I have received a message for televerification.when I'm calling 1977for tele verification it shows always network busy.
I received this msg

To activate both voice and data services keep the PoI/PoA documents you have submitted at the store in your hand when you dial 1977 from your Jio SIM.
