Reserve Bank Of India [RBI] — Refusing to accept payment of Rs.185.00 by debit card | |||
This is to submit that today, the 26th November 2016, I purchased a book from Ankita Pustaka, 53, Gandhi Bazar Main Road, Basavanagudi, Bengaluru 560004, at a sale price of Rs.185.00. When I tried to make this payment by using Axis Debit Card, the person who is said to be the owner of this shop, refused to accept it saying that they will accept payment by cards only against billing of Rs.500.00 and above. When I started asking the reason for the same, just he walked out of the shop. Ankita Pustaka are one of the leading publishers and seller of books in kannada literature. With no other alternate I completed this purchase by making cash payment against their Cash Bill no.21587 dated 26.11.2016 wherein I insisted them to write that the payment has been received in cash. When they refused to do so I wrote in my own handwriting that the payment is received in cash. Their Cash bill no. is 21587 dated 26.11.2016. But the lady who was managing the counter refused to write my name and sign the bill stating that the remarks of their receiving the money in cash has been written by me. I humbly request RBI to issue a proper public instructions urging all the shop keeper and small traders to accept the debit, credit or any other valid plastic money, for that matter, till the crises of small notes are tide over. It is also requested that RBI may take up this issue with the concerned at Ministry of Commerce/Finance for issuance of suitable directions to all State Governments in this regard.
