RTA Hyderabad — Charging 5% of vechile amount

I satish Prasad owned a maruti800 (AP28H3813)in 2006 and sale in 2009 with transfer of ownership...today[protected]when I go for my new activa registration at moosarambagh RTA office at counter no.7 the officer is so rude and ask to pay 5%of vehicle amount...I have taken the printout of registration of my old car from AP Vehicle online registration it's shown car is transfer on Anand banbui named.and shown to officer as acknowledgment he just refuse everything and finally demanded to pay 5, % plz help me and reply soon as possible.
