Rto Dehradun, India — Learning license error at rto system

I applied for LL in Dehradun RTO online.

I get a lot booked on 27 April 2016.
On 27 April I stand on the row for 2 hours only to know that they don't accept rent agreement with electricity bill as address proof, they asked me to prepare for 2 affidavit, one from me and one from my landlord and bring original voter ID card of mine and my Landlord.

I prepared all these document and go there again on 2 May 2016.
I waited on the row for 2 hours only to know that there is problem on my slot booking and I have to talk to somebody named Ayush there.
I meet Ayush ji and asked him for help, he told me that there is problem in some dates so he cancelled my slot and booked it for May 27.
But then he asked me to visit again on wednesday

I went there on wednesday and meet him again, this time he talked to some guy and again told me that your slot booking have issue and you have to visit again after 2-3 days

Any help please. I already visited RTO, Dehradun 4 times and no help
Please help
