Rto India — Driving licence not received

I had made my license from bareilly from an agent name mr. Nandkishore.. and he did not give my learning license intead demand fpr more money and said the I will directly received my permanent licence. .so I apply for permanent licence on 29/03/2016.. but I did not receive my licence yet.. The agent is demanding more money as he had earlier demanded.. he always makes excuses...it's being two and a half month.. he is continously making excuses and I didn't recieve my license yet.. I have a receipt of that license. . Plz give me a solution and make punishable actions against him..
