State Bank Of India — Wrong Name in Debit card and charging additional money for repalcement.

I have applied for a Debit card replacement with my name to be displayed. But received a debit card with wrong name.
I approach the bank for new card with proper name. Even though i have filled a proper name in the application and due to their mistake, the customer has to pay the amount.
But the response form the Bank manager is that again they have to deduct the concerned amount for new card replacement.
Need a support to solve this issue.
