Tata Docomo — Charges Applied For Dialing a Toll Free Number

I was am using a Tata Docomo Postpaid connection. I need to make AT&T audio teleconferencing calls. AT&T no. 000117 is a toll free number. However, I was being charged for the calls made to this number and the charges are more than the local charge rates. Even When I tried to reach Tata Docomo Customer care on the issue. They completely denied this number to be toll-free number and made abusive comments on call when asked what needs to be done as I have proof of this number to be toll free number. Can anyone tell what need full to be done. I have been using Airtel Postpaid and Vodafone from last 8+ years. Using At&t for more than 2 years, I am not been charged single rupee when i dial the same number from Airtel or Vodafone. Tata Docomo asks for Deposit to Activate ISD Dialing Feature. Internter Service is Pathetic than a Dial Up Connection how is Docomo planning to retain their customers and name in the market with such a poor service.
