As per mail conversation with concerned department, as per operator's voice they confirmed that Bus picked all the passengers from ISBT sec 43 bus stand & bus cannot depart to the destination without picking passengers from sec 43 ISBT as majority of the passengers were offline and boarded from ISBT sec 43.
