UTI PAN Services — Missing my pan forms and not replying

Hi applied for pan card and the coupon nos are[protected] to[protected]. In mysore pan office on 20th feb, but till today neither it is rejected nor entered into system.
I think they lost the forms, and i send mails regarding this to mysore and uti head office also, but no use.
Nobody replied to my mail.
Looks like day time roberry, and i call to mysore centre and ask for the head, they said our sir is on an another line, call us after some time .
From last 8 days same thing happens.

Can i file a case in consumer court.
