V-Express — Too much delay in delivery

Hi,
My docket number is 3531820. Expected delivery was 23rd august. When i spoke to them i got to know that they are not ready to deliver before 9am and after 6 pm. Last saturday they might have delivered but didnt happen they are not responsible. These people telling that if there is any other parcel to my area then only they will deliver the item. So late in delivery these people should be fined so that they should know the value of time.

Here attached the tracking details.but no response from delivery branch or customer care.we are ready to collect from hub.but they are not responding properly
