Vibgyor Group — Baruipur Project-Not being delivered after 3 years of contract and unethical behaviour of staffs

I had booked a 2 bhk flat in Baruipur Niketan project in May, 2012 with an advance booking money of Rs.10, 000 and down payment of Rs.1, 80, 000.Now after 3 years not even a inch of construction has started at the site.And Vibgyor is not responding to my queries.The behavior of the staffs are unfriendly and unethical.They are not picking up the phone calls too.My hard earned money is stuck there.Please suggest that shall I go for a legal step.
