Vodafone India — Deduction of amount without internet usage

My vodaphone no [protected] has no data plan for internet usage but still the service provider deducting the amount from my main balance on regular intervel when the matter is reported to toll free no 198 the representative have not registered the complain but insisting that i am using the internet . i have not given any request for any internet facility nor i have used the facility . This is the act of cheating customer.

Dear sir
I have requested one of my data connection no. To be deactivate but Vodafone is every time reactivate it and send me Bill for that and also blocked my alternate no.
